The spirit of innovation is woven into the fabric of UP VINTA. Recognizing that the challenges of the modern world requiring inventive solutions, the framework promotes research collaboration.
Public service takes center stage in UP VINTA, as the framework actively engages stakeholders in the journey towards transnational education. By fostering collaboration with government bodies, industries, and civil society, UP VINTA seeks to bridge the gap between academia and the real-world challenges faced by society.




The UP VINTA Framework
The interventions undertaken through UP VINTA are strategically designed to support overseas Filipino workers (OFWs) in securing safer employment opportunities abroad and more stable livelihood options in the Philippines. At the center of these efforts are the OFWs themselves, whose needs, aspirations, and contexts inform the direction and strategies of the program.

Functions: GABAY through UP VINTA
G – Gabayan ang pag-unlad (Responsive Learning Program Development)
Understanding the learning and upskilling needs of overseas Filipino workers (OFWs) is central to ensuring the relevance and impact of UP VINTA’s academic offerings. To this end, UP VINTA will conduct systematic needs assessments—through surveys, interviews, and stakeholder consultations with OFWs and relevant partner institutions—to identify the specific competencies, knowledge areas, and types of certification that are most sought after by migrant workers.
A – Abot-kayang edukasyon (Simplification of Access through Information Packages)
UP VINTA develops materials that make information about various programs and procedures more accessible and easier to understand, to help guide OFWs who are interested in exploring formal, non-formal, or microcredential courses. These information packages assist them in identifying programs that best align with their needs and interests. Among the materials to be developed are:

B – Buo at bukas na koordinasyon (Internal & External Coordination)
- Internal – Coordinate with relevant offices within the University of the Philippines (UP) System to address the various needs identified among OFWs. Collaborations within the Constituent Universities (CUs) will be spearheaded by UP VINTA, particularly on matters related to course creation, program partnerships, and other academic or support initiatives.
- External – Coordinate with institutions outside the UP System, including relevant government agencies, Philippine embassies and consulates, labor offices, and other strategic partners, to support outreach, program delivery, and learner engagement among OFWs across the globe.
A – Aktibong pakikipag-ugnayan (Events and Community Engagement)
UP VINTA will organize targeted events—both locally and abroad—to engage OFWs through face-to-face interactions. These events aim to raise awareness about the educational opportunities offered through the program and provide a venue for OFWs to gain a deeper and more technical understanding of the processes involved in accessing and succeeding in ODeL courses.
Through orientations, information sessions, and learning caravans, these engagements will not only help build trust and visibility but also facilitate empowerment by equipping OFWs with the knowledge, confidence, and support they need to make informed decisions in mapping their academic and professional development.
Y – Yaman at suporta (Funding, Scholarships, and Reporting for Sustainability)
UP VINTA will actively seek out funding opportunities and institutional support to sustain its activities and expand its reach. This includes exploring partnerships with government agencies, private institutions, and international organizations to secure resources for program implementation. Additionally, UP VINTA will identify and advocate for potential scholarships or financial assistance schemes that can help make formal programs more accessible to OFWs, ensuring that financial constraints do not hinder their pursuit of education and upskilling.
To ensure that these efforts are effective and responsive, UP VINTA will also develop regular reports documenting its events, activities, engagements, and enrollment data. These reports will support ongoing monitoring and evaluation, allowing the program to track progress, assess outcomes, and identify areas for improvement. Surveys and feedback mechanisms will further capture insights from OFW participants, informing evidence-based adjustments that will enhance the relevance, accessibility, and impact of the program’s funded initiatives and broader implementation strategy.
Overall, UP VINTA seeks to facilitate the empowerment of OFWs by expanding their access to meaningful learning and upskilling opportunities. Whether they intend to pursue safer and more rewarding work overseas or prepare for reintegration and employment in the Philippines, the program is designed to support their long-term personal and professional growth. In doing so, UP VINTA contributes not only to individual growth but also to national development, in fulfillment of the University’s public service mandate to reach and serve Filipinos across the globe.
